Hemet Mental Health Clinic
Provides services to adult individuals suffering from severe and persistent mental health problems. These services include psychiatric assessments, medication support, assessment and referral for inpatient psychiatric services, short-term crisis intervention, and outreach services for homeless mentally ill consumers. The Hemet Mental Health Clinic also offers recovery oriented services including a recovery management program, Wellness Recovery Action Plan groups, and an integrated mental health and substance abuse program for consumers who suffer from both severe and persistent mental illnesses and substance abuse disorders.

Adult consumers residing in Temecula and Murrieta may be eligible to receive co-occurring and/or recovery management services at the Temecula Mental Health Clinic following their initial intake assessment at the Hemet Mental Health Clinic and upon referral from the Hemet Mental Health Clinic. 

Adult consumers residing in Perris and Lake Elsinore may be eligible to receive ongoing medication support services, co-occurring disorder services, and  recovery management services at the Perris Mental Health Clinic following their initial intake assessment at the Hemet Mental Clinic and upon referral from the Hemet Mental Health Clinic.

Staff works closely with schools to provide services to students who experience academic problems as a result of their severe emotional problems. Parent partners offer support and advocacy services to parents whose children are receiving services at the clinic.

Central Intake
A group of mental health professionals who work together to provide the following services:

  • Chemical Dependency Screening: Clients age 13 years and older are voluntarily tested for the presence of alcohol and drugs.
  • Comprehensive Intake: Provides services to residents requesting mental health services and includes a diagnosis.
  • Crisis Intervention: Provides crisis intervention and assessment for outpatients.
  • Information and Referral: Connects citizens to community agencies, support groups and private psychotherapists.

Indio Mental Health Services
This facility includes both centralized programs serving the Desert Region, as well as outpatient services for Indio. Children’s Outpatient Services are offered to individual, group, and family treatment involving the child and family. Psychological testing and psychiatric evaluation/medication are available. A number of treatment groups or other special programs are available. A more intensive group for younger children that meets twice per week is available for appropriate children. Other groups with different themes or ages are available.

CalWORKs – Mental Health Services
The CalWORKs Program is a treatment and education for the Welfare-to-Work population that helps to remove mental health and substance abuse barriers to employment and self-sufficiency. All services are confidential. Mothers will not lose custody of their children because they speak with a counselor here at CalWORKs. There are CalWORKs Mental Health Service counselors at every GAIN office throughout the county.

Mental Health Detention Services
Crisis Intervention: An immediate mental health response is provided to life threatening situations such as suicidal ideation or attempts. Other mental health crises are responded to within a maximum of two hours. All referred inmates receive a mental health evaluation by a qualified mental health staff to determine the presence of a mental disturbance and the scope of the services required. A psychiatrist will evaluate all inmates who may require psychotropic medication. Follow up mental health referrals for outpatient services will be afforded all inmates who request services during their incarceration.

Riverside County Regional Medical Center/Emergency Treatment Services (ETS)
This program provides psychiatric emergency services 24 hours a day for all ages, evaluation, crisis intervention, and referrals for psychiatric hospitalization, as need for adults, children, and adolescents. Access this service directly if in the Riverside area or contact the Crisis number in Mid-County and/or Desert areas. ETS is operational 24 hours a day, 7 days a week. Clients may be referred to Inpatient Treatment Facility (ITF).

Riverside County Regional Medical Center/Inpatient Treatment Facility (ITF)
Inpatient Treatment Facility (ITF) functions as the psychiatric department of Riverside County Regional Medical Center (RCRMC). The Inpatient Unit provides medication, individual, and group therapy in a structured, supervised setting as well as discharge planning and coordination, placement services, and referrals all geared to stabilize the individual for return to maximum productivity as soon as possible. The services consist of psychiatric emergency evaluation, treatment, and adult inpatient care.

Long Term Care Coordination (LTC)/State Hospital
Contract monitoring of extended-care contract facilities to assess contract compliance, facility performance, client outcomes, quality of care, coordination and facilitation of communication between these facilities and other agencies within the department regarding changes, problems, or incidents that may have an effect on client care. Case Management: Assists with placement, applying for entitlement programs, and advocating for the client in obtaining additional outpatient services. Mental Health Discharge Planning: Follow-up mental health referrals for ongoing outpatient services will be afforded all clients who request services. These services may involve contact with the client’s family/support system.

Public Guardian Services
The Public Guardian provides conservatorship investigation services, and conservatorship administration services with accounting, property and clerical support. The division provides forensics psychiatric support for persons placed under a Welfare and Institution Code conservatorship. This office works closely with the mental health case management program in providing representative payee services to qualified clients of the Department of Mental Health.

Description of Services:
Conservatorship—is a court proceeding to appoint a manager for the financial and/or personal care needs of the individual who is either physically or mentally unable to provide for these needs alone. The conservator is answerable to the Superior Court for the manner in which he/she administers the conservatorship.

Probate Administration—operates under the legal requirements of the Probate Code, providing probate conservatorship services to persons who are unable to manage for themselves. This division manages property and/or provides for the personal care needs of the adult disabled and the infirm aged

LPS Administration—the Public Guardian has been designated by the County Board of Supervisors as the County office to serve as conservator under the L.P.S. Act for persons gravely disabled as the result of mental disorder. These individuals may require placement in a state mental institution or other facility for psychiatric treatment. Grave disability is defined as a condition in which a person, as a result of a mental disorder, is unable to provide for his/her basic personal needs for food, clothing, or shelter.

Representative Payee Program—many clients of the Department of Mental Health find themselves in a position where they are unable to handle their own finances safely. In these cases, The Public Guardian has a program whereby a special person, called a payee, is established to collect the client’s Social Security income, then uses the money to pay the client’s bills such as rent, utilities, medical expenses, and other expenses of daily living. Clients may also ask the payee for money for personal expenses, such as clothing or entertainment.

Conservatorship Investigation—this is the branch of the Public Guardian’s office that determines whether or not a client needs to be placed on conservatorshhip. The investigators gather all the information from the client’s family, therapist, doctors, and anyone else who may be involved with the client. This information is then transformed into a report with a recommendation for or against conservatorship. The report is then submitted to a judge for the final determination.

Misdemeanor Alternative Program (MAP)—under certain circumstances, persons with mental illness who have committed misdemeanor offenses may be directed to a treatment program at Patton State Hospital. This treatment is an alternative to having to go to jail, and is offered at the discretion of the judge. Participants must successfully complete the program, or risk removal from the hospital and return to the jail system.
