Capital Facilities and Technology Needs

The Mental Health Services Act (MHSA) provides funding for services and supports that promote wellness, recovery, and resiliency.  A portion of the MHSA funds have been specifically set aside for Capital Facilities.  The county must show that use of these funds will be:

  •  Produce long-term impacts with lasting benefits.
     Move the mental health system toward the goals of wellness and recovery.
     Provide for the expansion of accessible community-based services for clients and their families.
     Support integrated service experiences.
     Increase peer support and consumer run facilities.
     Develop community based, less restrictive settings that will reduce the need for incarceration or institutionalization.

What is a “Capital Facility”?

  •  A building secured to a foundation which is permanently affixed to the ground.
     Used for the delivery of MHSA services for mental health clients and their families, or
     Used for MHSA administrative offices.

  • Capital Facilities Update Proposal

    In accordance with DMH Information Notice 10-21, counties are allowed to provide updates to new or existing MHSA components and programs.  Riverside County Department of Mental Health is updating its Capital Facilities Project with the proposal to consolidate several of the Western and Central Regional Children’s outpatient clinic sites into one facility in order to increase functional and operational efficiency.

  • On March 14, 2008, the State Department of Mental Health released the guidelines for the MHSA Capital Facilities and Technology Component. Capital Facilities allows counties to acquire, develop or renovate buildings to house and support MHSA programs.  Technology supports counties in transforming and modernizing clinical and administrative information systems as well as increasing consumer and family member’s access to health information within a variety of public and private settings.

  • Riverside County Department of Mental Health plans to request Capital Facilities funds for the purchase of a new clinic site in the Hemet (Mid-County Region), which will allow for consolidation of various MHSA Outpatient Clinic programs. 
  • The Technology funds will be utilized to complete and support implementation of our previously approved Behavioral Health Information System (BHIS) and Consumer/ Family Empowerment Projects.

  • Riverside County Department of Mental Health previously submitted an initial Capital Facilities / Technological Needs Component Plan in July 2008, which was approved by the State Department of Mental Health in August 2008. In September 2009, Riverside submitted a revised and updated Capital Facilities and Technological Needs Component Proposal.  This second and final proposal was approved by the State Department of Mental Health on October 15, 2009 for the Capital Facilities projects.  This funding will be utilized for one or more capital facilities projects which include consolidation of MHSA Outpatient Clinic sites.  In compliance with DMH Information Notice No. 08-21, Riverside County had submitting a Request for Capital Facilities Pre-Development Funds in the amount of $500,000 to help support the projects. The Request for Capital Facilities Pre-Development Funds was made available for a 30-day public review and comment period that began on December 9, 2009 through January 8, 2010.   Posted 1/13/10
  • The State has given counties the flexibility to determine what percentage of funding can be applied toward either Capital Facility or Technology.  The attached Component Plan describes the use of the funds and the percentage of funding for each component.
