MHSA Innovation Project
Older Adult Self-Management Team Project

On January 30, 2009, the State Department of Mental Health released the Guidelines for the final MHSA Component - Innovation. The Innovation Guidelines allow counties to apply for funds on a project-by-project basis without submitting a plan for the entire planning estimate. The Department had previously submitted three other Innovation Projects and is now proposing a fourth project. Following an extensive Community Planning Process, Riverside County is submitting a proposal to fund an Older Adult Self Management Team through the Innovation Component.

The Department is requesting a total of $2.5 million over four years for the Older Adult Self-Management Team Project, which includes funding for Project implementation, county administration and operating reserve. Click on the link for the Project Description and Feedback Form.

Riverside Family Room through the Innovation Component

On January 30, 2009, the State Department of Mental Health released the Guidelines for the final MHSA Component - Innovation.  The Innovation Component allowed Counties the opportunity to “tryout” new approaches that informed current and future mental health practices/approaches.

The Innovation Guidelines allowed counties to apply for funds on a project-by-project basis without submitting a plan for the entire planning estimate.  Throughout all of our current planning processes, consumer and family operated services, peer-to-peer supports, and services being delivered in non-traditional settings surfaced as main themes.

This was the third phase of planning around Innovation, as Riverside County previously submitted for, and was approved, for a Recovery Arts Core Innovation Project in September 2009 and a Recovery Learning Center (RLC) in August 2010 through the Innovation Component. The Riverside Family Room will offer Riverside County consumers a new choice: a mental health services delivery that is family-focused model in addition to emphasizing the recovery goals of the consumer that intends to increase the quality of services and create better overall outcomes.

The Department requested a total of $3.1 million for a period of fourteen months with the flexibility to reapply for funds for up to 5 years for this project.  Click on the link for the Riverside Family Room Project Description

The Department of Mental Health is seeked public input and feedback regarding the proposed Riverside Family Room Project.  The public was encouraged to use the Feedback Form to provide comments and responses. The public comment and review period for the Riverside Family Room Project ended on Wednesday, April 6, 2011.

Recovery Learning Center (RLC) through the Innovation Component

On January 30, 2009, the State Department of Mental Health released the Guidelines for the final MHSA Component - Innovation.  The Innovation Component allowed Counties the opportunity to “tryout” new approaches that informed current and future mental health practices/approaches.

The Innovation Guidelines allowed counties to apply for funds on a project-by-project basis without submitting a plan for the entire planning estimate.  Throughout all of our current planning processes, consumer-operated services, peer-to-peer supports, and services being delivered in non-traditional settings surfaced as main themes.

This was the second phase of planning around Innovation, as Riverside County previously submitted, and was approved, for a Recovery Arts Core Innovation Project in September 2009.  Riverside County received approval to fund a Recovery Learning Center (RLC) through the Innovation Component, while continuing to facilitate a Stakeholder Process on recommended uses for the remaining funds.  The RLC will offer Riverside County consumers a new choice: a mental health services delivery model designed with consumer staff delivering services as the center of the delivery model.

The Department requested a total of $7.8 million for a three-year pilot Recovery Learning Center program.  Click on the link for the Recovery Learning Center Project Description in English or Spanish.

Recovery Arts Core Project

On January 30, 2009, the State Department of Mental Health released the Guidelines for the final MHSA Component - Innovation.  The Department’s planning estimate for this component is $3.6 million annually, of which 25% can be requested for Community Program Planning.  The Department submitted a Program Planning Request and received approval for $1.8 million on April 3, 2009.

The Innovation Guidelines allow counties to apply for funds on a project-by-project basis without submitting a plan for the entire planning estimate.  Throughout all of our current planning processes, consumer-operated services, peer-to-peer supports, and expressive arts programs have surfaced as main themes.  As a result, Riverside County is proposing to fund a Recovery Arts Core Project through the Innovation Component, while continuing to facilitate a Stakeholder Process on recommended uses for the remaining funds.

The Department requested a total of $224,949 for the Recovery Arts Core Project, which included funding for Project implementation, county administration and operating reserve.
